#72 Side tags are not for rawhide and early branched only

Despite our idea to promote using side tags over buildroot overrides, the https://docs.fedoraproject.org/en-US/package-maintainers/Package_Update_Guide/ implies that side tags are for or rawhide and early branched only.

The Multiple Packages section is part of Rawhide and early Branched: https://docs.fedoraproject.org/en-US/package-maintainers/Package_Update_Guide/#multiple_packages -- this section describes side tags.

The Updating inter-dependent packages section is part of Later Branched and stable releases: https://docs.fedoraproject.org/en-US/package-maintainers/Package_Update_Guide/#updating_inter_dependent_packages -- this section describes buildroot overrides.

Would it be possible to unify the sections and promote side tags mostly in both cases? Thanks
