#127 GNU Hello update to f37 since Unknown build target: f36-candidate (f36 EOL?)

For now the Packaging Tutorial: GNU Hello page is using f36, but it can't walk through at Building in Fedora infrastructure stage. Maybe is because f36 is EOL? I tried with f37 for the whole guide, it can be done without error.
