We need a formal definition of when it is recommended to make a module and when not to. We've done some presentations on this, such as at Flock, but we really need to have it written down on the main documentation page somewhere.
Do we? Currently Fedora only allows modules as an additional, alternative variant for an already in-Fedora nonmodular content. Hence the only use case is this one: an alternative content. I'm not sure we need to have a formal document for this one sentence. A more verbose explanation for the one sentence is https://docs.fedoraproject.org/en-US/modularity/faq/.
Last time when i updated the docs i added such section:
