Once https://pagure.io/Fedora-Council/council-docs/issue/101 is fixed (not before!), we should consider giving it more visibility by adding a link to the page into the bundle, either to the header or the footer, since unlike most docs this is information relevant to basically everyone reading any page on the portal.
We'll need to figure out where exactly to put it; here's a quick breakdown of pros and cons:
Header: + Visible immediately on every page (footer is hidden by default) + Sort of matches Anaconda's Help button (in the top right corner of the GUI) which is kinda nice - Cluttering the header with potentially multiple links to the future (e.g. this Help page + the COC, and then people might start requesting more links later on) has the potential to turn the UI into a mess
Footer: + Much less potential for causing a mess, since it's hidden by default + We already have a PR open (actually two, #11 and #12) adding stuff there, and even before those, we already link to license info in it - Less immediate visibility because you don't see the footer till you scroll down, even on short pages
I'm in favor of putting it in the header. We get the positives immediately and the negatives are only hypothetical.
