Package maintainer documentation is moving from wiki to docs.fp.o.
Material is ready for publication at package-maintainer-docs repository,
registering it to docs.fp.o here.

I have tested that this works
by running build.sh && preview.sh
and then navigating to http://localhost:8080/en-US/package-maintainers/.

Could you take a look at this pull request (and pages#14 as well)?
The new Package Maintainer docs are ready launch,
just adding the to docs.fp.o is missing.
