Fixes RHBZ#1496773.

Note that the Workstation WG decided that we don't want this package installed by default, since our color emoji experts prefer Emoji One instead. There's no details of the discussion in the issue, but it's https://pagure.io/fedora-workstation/issue/30. That would be the place to object.

Also note that's not absolutely required, because Emoji One is now required by gnome-themes-standard, to make upgrades work.

I merged https://pagure.io/fedora-comps/pull-request/180 and this conflicts with that.
