    f24: drop some obsolete or infrequently used packages
    
    As discussed in https://bugzilla.redhat.com/show_bug.cgi?id=894110:
    
    irda-utils   (old hardware)
    pcmciautils
    dump         (old protocols)
    ftp
    rdist
    rsh
    talk
    ntsysv       (sysv compat)
    
    Those two are still genuinely useful, but they are rather specialized
    and don't need to be in "Standard" or "Workstation":
    numactl
    stunnel
    
    lftp is moved to "Text-based Internet".
