This pull request makes it official. It retires our mailing list and starts to funnel traffic to the CommOps category on Discourse. Once this is merged, I will ping the Fedora Docs team to rebuild the docs site and close #178.

I'm afraid we've gone and changed the URL underneath this request, when we created subcategories. (sorry -- didn't release that would happen). Correct URL is now https://discussion.fedoraproject.org/c/project/commops

The change was done in another PR
