Summary

Adds August 2017 election interview templates, as detailed in #112.

31 July 2017

Do not merge this PR until 31 July 2017, when the nomination and questionnaire submission window officially closes. Then, this PR can be merged and the templates can be distributed to the final list of nominees with the final list of questions.
