Could you please make sure that rpmlint-fedora-license-data is installed in the rpm-linter environment? The package Supplements rpmlint, so it should be installed automatically alongside it once https://bodhi.fedoraproject.org/updates/FEDORA-2022-7d27077fed goes stable. However, if the image for rpm-linter is pre-provisioned, it might be required to recreate it (or install the package manually).
