After a Bugzilla issue is created, we should have a command that would sync the status from Bugzilla to Taiga. Since change owners will be using Bugzilla to update the status, this keeps Taiga up-to-date, which will help for report creation.

Status mapping:

1. This is how issues will be created, so it shouldn't be necessary to change this too often. However there is a case where a change will be accepted for release N, be partially complete, and deferred to N+1. In that case, it might happen that a BZ issue will be changed back to ASSIGNED.
2. I changed the name of this in Taiga from "Archived" to "Complete" just now to better describe it.
