We need to support a Change proposal specifying a release (e.g. '32' as a custom attribute) in the issue. When the proposal is promoted to a user story, that story gets added to the epic of the same name.

It would look something like: 1. list all epics and store their id and title 2. iterate over the list until you find the id with a title that matches the version you're looking for (e.g. '32') and that's a function we'd reuse in things like report generation, too
