The main admin of the repo should be the FPL (@mattdm), or if possible, a group, like the Fedora-Council, to keep permissions updated and current.
I believe having the FCAIC as the main Admin is fine - or having the council. Budget is primarily an FCAIC responsibility. Council should always have access.
That all said, I don't know how one gets this fixed. I believe an infra ticket is required.
