I am unsure what "pinned your country in FAS" means exactly. I have set location in FAS 'Profile' to en-AU to test.
As explained by @jflory7 in Matrix, the location feature is no longer present in the current FAS system. Thus, this badge can no longer be awarded by its defined rule. It seems there is currently no real alternative in the FAS data set.
