that arrival date is the date the user first logged into the badges app. the user could have had a fedora account for 10+ years but never logged into the badges until recently.

Sorry I missed that ticket. But the above is entirely correct. The FAS Account Creation badge series looks at the age of the FAS account. But it requires the user to have a Badges account, which you get when logging in for the first time.
This exact event happened to me when I became active again in Fedora. I still had a FAS account, which was migrated from old to new FAS, but otherwise dormant. I wasn't around when Badges was introduced and all of a sudden received the entire series in one fell swoop.
