I don't know how to set it up, but I do know this badge belongs to the category "quality" and not "miscellaneous".
This should be fixed now. The tags were not properly parsed, due to which it was in the Uncategorized section. When this happens I would suggest using the edit-badge script in the badges-backend01 to update the tags once again.
