II would be awarded to the reporter of a badge trac ticket when the "Concept approved" checkbox is set (badge passes concept review). This should be expressible with the trac.ticket.update message. III and IV could look for tickets being closed with the "pushed" status for consistency with I through III, or cue off something closer to the bone for technical accuracy, I guess.
Artwork is extrapolated from Badge Muse's, obviously.
Set triaged to 'yes' for all tickets, as I've hit them all already.
just put types back in, we'll try and handle bugs here too, no new trac.

@olgalyulko love the artwork!! I am going to wait to approve it until we decide what other badges need/don't need to be made.
I have been thinking about this ticket and the different badges that are being suggested, and I think that we should have one series for having your badge ideas released. Although it can be cool to have more badges, in theory if you are getting the ideas released badge you would naturally also get the corresponding ideas approved badge. That seemed redundant to me, so I did a little research in the badge tickets to see if many badges had concept approved artwork that was not released(only one). And then decided to check how many badges had their concept approved at all and out of all of the badge tickets, only 12 badges have ever had their concept reviewed. We have pushed many badges without concept review. To me that is not worth making a badge series. If anyone has thoughts, please feel free to chime in.
I think that the badge artwork that @olgalyulko will work great for badge ideas released as well

The bitmap image is bigger than the others (or the margin is smaller). I've also noticed the same thing. I uploaded a higher resolution bitmap image and attached it to this ticket. Should be as easy as updating the PNG that is on the servers.
