- F31 Release Party Organizer Badge

Help the badges team understand what this idea is all about. If this badge is
awarded for certain kinds of activities:

1) What are those activities?
- We have release parties coming up and it will be awesome to have release part organizer/participe badges.

2) Who is doing them (are they packagers? Translators? Newcomers? Veterans?
users? sponsors?)
- Fedora Ambassadors and Contributors

3) Why are they doing them (is this a means to a different end?)
- To Celebrate F31 Release

4) When do they do them (every day? Eleven a year?)
- Once every year

Badge assets and rule pushed in #732. Badge is now live on the Badges site. I wasn't sure who to give awarding permissions to, so I gave it to all current members of the Mindshare Committee.
