#651 I Voted: Fedora 29

I just submitted a PR to the elections app that will add support for allowing users to request an "I Voted" badge when they submit a ballot. I know in # 626 there was discussion about having count-based badges (which I'm not opposed to), but the implementation may be a little more challenging. Note that this is how the badges in Nuancier work, too.

My plan for this is to create a single badge per election cycle (e.g. "I Voted: Fedora 29" instead of "I Voted: Fedora 29 Council", "I Voted: Fedora 29 FESCo", etc). That means we'd have two badges per year, the same as we do with Changes, which should keep the number of badges fairly low.

The other advantage to this approach is that it becomes entirely the voter's decision about whether or not they get this. If they wish to keep the fact that they voted secret or ambiguous, they can. AFAICT, the elections app does not publish fedmsg events for submitting a ballot.

So I'd like to proceed with doing a badge for the upcoming F29 election cycle. We can use something similar to the art in #626 except with "F29" or similar in place of the counter.

If the badges system supports counting the number of badges in this category a user earns, we can award the "# of elections" badge from the backend instead of adding that support to the elections app.

@bcotton based on this, should I close ticket #626? I like this idea more.

How is this supposed to be awarded?

@churchyard I was hoping to have the voting app give a link at the end for users to claim, but that change hasn't been merged yet. So this time, I'll have to manually award it to people upon request.

Sure. Let's tell people to file an issue in Pagure if they want the badge. I don't have a way to verify that they actually voted as far as I can tell, but if someone gets the badge without voting this time, I'm okay with that.
