#560 Badge idea: When packagers raise the epoch of their package and downgrade the version

Badge description (like "You added a co-maintainer to a package. BFF!"):
- You raised the epoch on your package. Saved by the epoch!

Help the badges team understand what this idea is all about. If this badge is
awarded for certain kinds of activities:

1) What are those activities?
- The only way to downgrade a package in Fedora once a newer version has been released is to add or raise the epoch in the spec file. This is typically only done when a newer version of the package was mistakenly released to Fedora and causes a problem. It can also happen if the upstream changes their versioning scheme.

2) Who is doing them (are they packagers? translators? newcomers? veterans?
users? sponsors?)
- packagers

3) Why are they doing them (is this a means to a different end?)
- Either because they need to revert a package upgrade, or because their upstream changed versioning schemes.

4) When do they do them (every day? once a year?)
- Rarely. I haven't done it in ~2 years that I've been a packager.

5) How do they do them (by talking in IRC? by running commands in the console?
by using a web interface?)
- Editing the spec file.

Lastly, do you have any ideas for artwork concepts?
- No :(

I doubt there is a fedmsg directly for this, but there are fedmsgs when
spec files are changed. We could make something that looks for those
fedmsgs and analyzed the diff to see if there is a +Epoch line?

@bowlofeggs, @mleonova and myself were trying to come up with an artwork concept here. We didn't really think of anything good besides titles. Maybe one of them will inspire someone else for an artwork concept. Possible titles: Usurper, Come Back, Allow me to reintroduce myself

hey @bowlofeggs do you think something from a different epoch/era could be an acceptable concept for this one?
maybe something from the 18th century or maybe not so old; 1980s for example?
