What the badge should be granted for:
- To Fedora translation contributors on https://www.transifex.com/organization/fedora
- There could be several badges based on percentage contribution among translators (please see example: http://translate.twttr.com/cms/sites/default/files/translator-level-achievements-badges.png), e.g. from Beginner / New Member to Guru of all Translators
- If percentage contribution among translators is not possible (depending on Transifex report possibilities, if any), would be nice to make some scale based on amount of translated words (scale should be reasonable strong to not allow reaching the highest evaluation after one week of work ;-) )
- If none of the above evaluation methods is possible - only manual award.

Badge description (like "You added a co-maintainer to a package. BFF!"):
- Vary on reached level of translated words

Anything else we need to know:
- This proposal depends on Transifex possibilities (fedmsg integration?)
