Switch to transitional vendor name on Fedora 44+ to transition to the
fedora mesa package.

also provides a rebuild required for ABI incompatible spirv-tools-libs-2025.4 update in fedora 43. Corresponding fedora bug https://bugzilla.redhat.com/show_bug.cgi?id=2424159

merging for now. For F44 released the two step transition will probably not be necessary when https://github.com/rpm-software-management/dnf5/pull/2579 is released
