the kernel repo was migrated early due to its size

I'll update this PR to ensure the *-devel repos have

skip_if_unavailable=True

That will make the switch over less annoying when the other projects are converted

rebased onto 26cab83ae507f2ab4f7347c83d153462f96b887c
