Issue #4: package tensorflow - fedora-ai-ml

Tensorflow is one of the well known frameworks for neural networks and it would be great to have it in Fedora.

The purpose of this ticket is to track that work.

This project is not for the faint of heart and will involve a lot of dependency packaging.

This will require packaging of bazel (#4)
