#39 Add a admin group per calendar

There is the request that a calendar should have admin group(s).

This means there would be a
- manager group -> give write rights, defaults to fedora_cla
- admin group -> give edit/delete rights on all the meetings of that calendar
- fedocal admin -> write/edit/delete rights on all meetings of all calendar
