We need to be able to create/edit elections from the app itself.
I've created election ID -1 for tracking of administrators, and FAS groups that are allowed to admin the app are located in the Allowed Voters table
Features required: * New Election * Edit Election * Add/Remove Candidates * Add/Remove Allowed Voters * Edit Start Date/End Date * Manually add a vote * N.B. This '''SHOULD NOT''' be a way to get around the max votes per user feature, and we still need to check if they are allowed to vote too...

This seems to be done (I don't know about the current version, but seems to be there in the new elections https://github.com/fedora-infra/elections)
