#17 UI should give a hint on the range

Currently, the UI makes no hint on the range for the voting (which is the # of applicants), it would be neat if there was a short sentence above the list of people that said something like "Vote by entering a number in range of 0 to XX".

With the current UI, one has to count the people, which is not user-friendly.

Fixed in [changeset:39 r39] and now on publictest10, thanks for the bug report!

It should technically be impossible for someone to enter bad data now, so it shouldn't be an issue anymore.
