hmm. should we have ostree content generated as part of the f28 updates runs before f28 release? I don't think this is something we have done in previous cycles.
Actually this is an updates-testing run and not stables updates. If we have it enabled for only updates-testing then that does make sense and is useful so we can test things and provide feedback in bodhi.
There are no stable update runs until we declared golden (until then, "stable" == "f28").
