#840 pkispawn requires policycoreutils-python

Description of problem:
pkispawn command exits with python error 'Unable to load semodule'

Version-Release number of selected component (if applicable):
pki-server-10.1.0-1.fc20

How reproducible:
Always

Steps to Reproduce:
1. Install system with only @core
2. yum install dogtag-pki
3. /sbin/pkispawn

Actual results:
Python error, informing that it is unable to find semodule

Expected results:
A series of unintelligible prompts

Additional info:
Workaround: yum install policycoreutils-python
