#820 Provide finer grain control over 'git check-in' to 'pki/tests' repo

Q/E has requested the ability to check-in their own tests without the need to provide them to development as a patch.

Currently, the 'pki/tests' directory exists under the 'pki' repository which is currently limited to developers of the PKI project.

Alternatives that have been suggested to address this problem are:


On Friday, January 10, 2014, it was decided to simply grant check-in access to the three Q/E engineers requesting it, and that some minimal 'git' training would be provided by development to make certain that they were aware about the ground rules for checking into the 'pki/tests' directory.
