#699 after upgrade to f19, ca fails to start

There is a problem in the way the links are handled in the init scripts. Basically we do not handle the case where we have a broken link correctly.

The solution is to remove the link when it is broken prior to trying to create a new link.
In f19, the jss jar was moved , and the tomcat7jss.jar was renamed.
