#686 Write a script for being able to scan Dogtag using Coverity

Following are the requirements for sgallagh.
<sgallagh1> dpal: I'm not going to be able to provide dogtag scans. The
build system is more complicated than I am willing to deal with. If the
dogtag folks want to scan their code, they can create their own scanning
scripts based on
