#661 RSA Signing Algorithms are not disabled when Configuring ECC CA Clone

Ticket was cloned from Red Hat Bugzilla (product Red Hat Certificate System): Bug 955318

Description of problem:
While doing ECC CA clone Configuration using Firefox  At "Common Key Settings"
panel, it still   shows sha256withRSA as signing Algorithm ,

Actual results:

RSASigningAlgorithms are provided for users to select.

Expected results:

When cloning ECC CA ,and making it part of CA Security Domain,
RSASigningAlgorithms should not be an option to be provided
