#593 Errr caused by JSON Configuration result decoding when installing CA clone.

The value for 'systemcerts' in the subsystem configuration result is expected to be a a json array. When installing a clone, there is only one cert, which is of type json object rather than an array ofjson cert object. This fails the installation at pkihelper.py . line 3020 when looking for the 'tag' attribute of the cert.
