In general python libraries are supposed to be stored in /usr/lib/python2.7/site-packages. The REST API and deployment engine/libraries are currently stored in this folder under the pki subfolder.
Right now the deployment scriptlets are also stored in the above folder, but it might not be the appropriate location since deployment scriplets are something that users might customize.
For upgrade scriptlets it is proposed to store the scriptlets in /usr/share/pki/upgrade, and store the upgrade framework in the python lib folder above (see http://pki.fedoraproject.org/wiki/Upgrade).
We should investigate whether there is a convention for python script locations in general.
