#531 Review and consolidate command-line utilities

We have a large number of legacy command-line utilities that are completely independent. The usage varies from tool-to-tool, and we might have some overlap in functionality across tools.

We should review what command-line tools we offer and decide if all of the tools are needed. We can likely consolidate some of the tools, or at least have a common command-line tool framework that would allow us to have common behaviors (usage, return codes, output style) and less duplicated code.

This should be split out into separate tickets once we have conducted the review and identified the specific development tasks.
