The /etc/pki/pki.conf is a system-wide configuration file which can be modified by the administrator. The file should be marked as a configuration file in the spec file to preserve the changes during RPM upgrade: http://www-uxsup.csx.cam.ac.uk/~jw35/docs/rpm_config.html
