Previously the pki_instance_id is defined as follows:
pki_instance_id = <pki_instance_name> [ . <pki_admin_domain_name> ]
Since the pki_admin_domain_name has been dropped, the pki_instance_id and pki_instance_name now become identical, so one of them can be dropped as well.
