We should be able to use the same config file to install all subsystems.
That is: I should be able to 1. modify the config file to add passwords only 2. run pkispawn -s CA -f foo.cfg and create a default pki-tomcat CA 3. run pkispawn -s KRA -f foo.cfg etc, for the other subsystems
The result will be a default instance pki-tomcat running on standard tomcat ports, with all subsystems (CA, KRA, OCSP, TKS) in the same instance.
