Description of problem:
CA Profile Plugin is getting deleted for the existing profile instance were instead it should trigger indicate that profile instances are present for this profile plugin that is registered

PKI Command-Line Interface 10.5.9-7.el7_6
How reproducible:
Always
Steps to Reproduce: 1. Login to console 2. Go to Certificate Manager -> Certificate profiles 3. Delete profile plugin that is registered when profile instance exists.
For Example ->
Actual results:
Profile plugin is getting deleted even when profile instance exist
Expected results:
Error message should trigger indicate that profile instances are present for this profile plugin that is registered
