#3044 Removing nuxwdog mandatory runtime dependency

Currently nuxwdog is a mandatory runtime requirement for PKI. However, running with nuxwdog is actually an optional functionality in PKI. IPA generally does not use nuxwdog. So nuxwdog should not be a mandatory runtime dependency, but it should remain as a build dependency.

Users who want to use nuxwdog will need to install the package manually. The existence of nuxwdog files should be checked during PKI server startup instead of in RPM spec.
