#292 Separate CLI for EE, admin, and agent

Currently all CLI commands are available via the "pki" launcher. However, not all users will have access to all commands. So the help message may show commands that are not accessible to the user.

One option is to keep using a single launcher but it will show the help message based on user authentication.

Another option is to provide separate launchers, e.g. pki, pki-admin, pki-agent. Each launcher can show the commands available to the appropriate user.


This is no longer needed. The commands are organized based on the target (i.e. subsystems, client, security domain).
