No audit log messages when re-enroll fails, RE_ENROLL=NO

Steps to Reproduce:

1. Enroll a smartcard token.
2. Set RE_ENROLL=NO using TPS Web UI
3. Re-enroll the token

Actual results:

Re-enroll fails
Audit log messages

There should be messages relating to the failure

Seeing the same issue when attempting to enroll a temp lost token.
