#2811 Provide a Manual Index page for PKI tarballs stored on OpenShift

Due to security concerns, OpenShift does not allow one to configure file indexing via a web browser:

However, tarballs are still publicly downloadable if one knows where to look. For example:

Consequently, we should create a Manual Index page to allow easier public consumption of the various public tarballs.

This is no longer an issue on OpenShift 3. The tarball index is auto generated:
