#281 Dogtag 10: Fix 'pkidaemon'/'operations' issue to handle individual instance . . .

Currently, as the 'pkidaemon'/'operations' scripts were based upon the legacy 'pkicontrol'/'functions' scripts, they attempt to utilize the start/stop/restart behaviour of multiple instances

Fix 'start/stop/restart' to work on single instances, and rename the existing routines to 'start_all/stop_all/restart_all'.

This bug must be fixed to allow 'clones' to work successfully.
