#2783 Handling sslserver and subsystem cert nicknames properly for additional subsystems

Current:

The current configuration allows inconsistent nicknames to be specified for sslserver and subsystem system certificates. Since these 2 system certificates are shared by other subsystems, specifying inconsistent nicknames in the pkispawn config will cause all the subsystems to fail.

Expected:

The cert nicknames for sslserver and subsystem should only be defined once for the whole instance
