#2600 in CA UI certificate details for serial # display ';' in between date and time

In CA UI (EE and Agent pages) Hovering the mouse over the certificate subject
name link in 'List Certificates' menu option shows ';' in between date and time
for 'Not Valid Before', 'Not Valid After' and 'Issued On' fields.

Steps to Reproduce:

1.On a migrated instance the UI shows '; ;' in between
date and time.
*  Screen shot attached in associated bugzilla bug.
2. On a CS 9.1 standalone instance CA UI it has ';', screen shot attached.

Actual results:

';' displayed in between date and time.

Expected results:

It should display certificate dates in a standard format.

Additional info:

Associated Bugzilla contains attachment which shows:
* Migrated instance CA EE certificate details displaying "; ;"between date and time.
