Enrollment of a formatted token is not allowed when RE_ENROLL=NO

Steps to Reproduce:

1. Enroll a smartcard token
2. Format a token
3. Set the policy RE_ENROLL=NO for the token
4. Enroll the token

Actual results:

Enrollment fails

Expected results:

Enrollment should be successful. Re-enrollment of an already enrolled token
should fail.
