PKI server should provide a mechanism to configure an access banner, for example in /etc/pki/pki-tomcat/banner.txt:
WARNING! Access to this service is restricted to those individuals with specific permissions. If you are not an authorized user, disconnect now. Any attempts to gain unauthorized access will be prosecuted to the fullest extent of the law.
This banner should be returned by the server to be displayed in the CLI, Web UI, and Console at the beginning of a secure connection to the server.
