#2445 Server fails to start with IPv6 link local address

Dogtag will not start when hostname is resolved to IPv6 link local address. It seems that it doesn't account for the scope identifier.

Steps to reproduce:
(0. connect to machine via IPv6)
1.In /etc/hosts
Remove : 127.0.0.1 localhost localhost.localdomain localhost4 localhost4.localdomain4
2.delete ipv4 addresses
3.ipa-server-install
